Where the Work Is

UK Data Centre Clusters We Support

Most UK capacity sits west of London, but new grid-led sites are pushing activity north and into Scotland.

Slough and West London

The UK’s densest data centre cluster, with constrained power, tight urban sites and multi-storey designs.

London Docklands

Established carrier-neutral campuses, often refurbished or extended within live operational estates.

M4 Corridor and Thames Valley

Large greenfield and brownfield campuses from Reading towards Swindon and Newport.

North West and Midlands

Growing colocation and enterprise sites around Manchester and Birmingham.

North East and Cumbria

Grid-rich regions targeted by AI Growth Zone policy and large-scale AI campuses.

Scotland

Renewable-rich sites with cooler climate benefits, also covered by AI Growth Zone support.

Policy and Power

UK Policy Changes That Affect Data Centre Scope

Government policy on AI Growth Zones is reshaping where UK data centres are built and what contractors price.

Grid Capacity Reservation

Government plans mechanisms to reserve and reallocate grid capacity, and data centre projects in AI Growth Zones qualify for the Connections Accelerator Service.

Developer-Led HV Works

Build-and-transfer and build-and-operate models for developers’ own high-voltage lines and substations are being explored with Ofgem, adding substation packages to the tender.

Energy Price Support

Discounts of up to £24/MWh in Scotland, £16/MWh in Cumbria and £14/MWh in the North East are proposed for a 500 MW site from April 2027, subject to legislation.

Planning Reform

A National Policy Statement for Data Centres and planning changes are under consultation, with a dedicated national planning team for AI data centres.

What this means for your tender: HV substations, grid connection works and phased energisation are becoming contractor scope on UK campuses, so we price them as separate packages with their own programme assumptions.

UK Market Snapshot

UK Data Centre Projects Shaping Tender Demand

Recent UK schemes range from gigawatt-scale campuses in the North East to dense multi-building colocation sites around Slough.

Hyperscale

Multi-Building Hyperscale Campus

Northumberland, North East England
Scale
Up to ten 72 MW data centre buildings on a 100-hectare site
Status
Planning application filed
Notable features
Waterless free-cooling chillers and an on-site substation

Preconstruction takeaway: large northern campuses bring substation and HV packages into the tender, alongside repeated building packages that suit a consistent estimating team.

Colocation

Multi-Phase Colocation Campus

Slough, Berkshire
Scale
100 MW campus; third building of 40 MW
Status (February 2025)
Groundbreaking on the third building, targeted for 2026
Notable features
Rooftop solar planned

Preconstruction takeaway: phased urban campuses need building-by-building NRM2 packages and pricing that reflects tight sites and live neighbouring operations.

Frequently Asked Questions

UK Data Centre Preconstruction: FAQs

Do you prepare data centre BoQs to NRM2?

Yes. Bills of quantities for UK data centre tenders are measured to RICS NRM2, and cost plans are structured to NRM1 at each RIBA stage. We can also follow a client’s own cost codes or SMM7-based formats where a legacy template is required.

Which UK data centre locations do you support?

We support projects across Slough and West London, London Docklands, the M4 corridor, the North West, the Midlands, the North East, Cumbria and Scotland, coordinated from our office in Chertsey, Surrey.

How do AI Growth Zones affect data centre tenders?

AI Growth Zones bring grid capacity reservation, access to the Connections Accelerator Service and proposed energy price discounts. For contractors, this often adds developer-led substations, HV connections and phased energisation to the tender scope.

Is your BIM delivery aligned with the UK BIM Framework?

Yes. Optimar Precon is certified to ISO 19650 for BIM information management, so models and information exchanges follow your EIR and BIM execution plan in line with the UK BIM Framework.

Can you price to JCT or NEC4 contracts?

Yes. Pricing can be structured for JCT Design and Build or NEC4 contracts, including activity schedules and separate pricing for provisional sums and client-supplied equipment.

How is project data protected?

NDAs are signed before documents are shared, and access is limited to named team members. Optimar Precon is certified to ISO/IEC 27001 and ISO/IEC 27701, which supports clients with UK GDPR obligations.
